The parachuting ninja is an hommage to G.I. Joe #21.
About Yoshi Hamaya, he's a parody of the Japanese yakuza/businessman of the 80/90s B-movies. He was supposed to be a recurring nemesis for Miss Dynamite (he was an unseen bad boss in the first comic episode), but I don't really have any more use for him. He did his job in this episode, as a bad caricature of Chow Yun Fat, that's enough.
